Bulletins are a new feature of the site -- go to the My Account page and you'll see recent bulletins in the right column. You can send a bulletin from there as well. Bulletins are delivered to all your Friends.

When you click on the Members link in the navigation bar in the header, it will show you the members ordered by those with Profile Photos first, and then most recently modified profiles.
